中國雖有現代化的基因，但發生於清季的現代化措施，顯然是中國官紳領導階層因應西方挑戰後的產物。湖北在張之洞的領導下，克服各種限制與困難，展開各項現代化之建設，似較他省為積極，於政治、經濟與社會方面，均有相當的進步。尤以教育與軍事二方面之成績最為顯著。工業方面，若能採取穩健的政策，並積極培養科技人才，則成就應比所見者為大。民元以後，軍人當政，黨爭與戰亂頻仍，社會不寧，建設事業反不如清季。因此，辛亥革命的歷史意義固然應該肯定，但其對湖北社會的短暫震撼與破壞，也不可忽視。
